The National Executive of the Bhartiya Janta Party welcomes the innovative and effective ways for the resurgence of the Village India through budgetary provisions for rural development, poverty eradication, employment generation and better health facilities. We congratulate our government led by Prime Minister Sh. Narendra Modi for this positive and farmer’s savvy budget. We congratulate our Finance minster Sh. Arun Jaitley to present such a revolutionary budget for the inclusive development of the economy even in these times of worldwide recessions, poor monsoons and political obstacles.
The last budget of 2016-17 was historical in its commitment for the development of each and all of our countrymen with an eye for ‘Sabka Sath, Sabka Vikas’. This budget would become the agent of change in the lives of the Village India as it is aimed towards ‘Integral Humanism’ of our founding thinker, Pandit Deen Dayal Upadhyaya. To achieve the goals of ‘Antyodaya’ providing respectful life chances for inclusive development of our society is the priority of this budget.
The provisions made for employment creation and poverty eradication in the rural and urban areas by our Prime Minister Sh. Narendra modi needs to be praised. The fine balance between rural, industrial and infrastructure development achieved by our government would pave the way for a positive change in our country.
Our government has adopted a process of inclusive development through development of agriculture by integrating rural development, social security, sustainable development and creation of employment. Our government has moved towards strengthening of food security, employment security, health security and ‘Gram Swaraj’ through budget schemes this year.
In last 67 years, Congress’s corrupt economic policies pushed the country from ‘pseudo-socialism’ to ‘pseudo-capitalism’. The common people of this country have suffered badly in the lack of even basic amenities. Even after such a long time being in power, Congress hasn’t been successful in taking basic education, roads, water, and health facilities to the Village India. For them, ‘Garibi Hatao’ was a just a slogan to be used with their convenience. Now, when our government is bringing new life and vigor to the efforts of the development of Village India, the Congress is trying its best to stop and stall the processes.
With reference to rural and agriculture development, the Economic Survey 2015-16 mentions that the Indian agriculture is in a way, a victim of its own past success—especially the green revolution. By making the agriculture ‘production-centric’, The Congress governments have pushed our farmers towards the ‘Debt-net’. It has continuously neglected the development of basic infrastructure in the villages, which has compelled the people living there to migrate, unemployment, suicides and depressions. Our government has taken effective and brave steps to overcome these challenges in this budget.
Dignified Lives through Development of Villages
Our country can lead to the progress-path only on the foundations of strong development of the Village India. Our Prime Minister, Sh. Narendra Modi has paved this way further. With the development of agriculture sector through increase in production, our government has integrated may new schemes like irrigation, animal husbandry, soil health, better prices for crops, water resources, balanced used of fertilizers, development of traditional practices, agriculture science centers, etc.
To counter the uncertainties of nature and weather in the lives of the farmers of our country and provide financial security, our government has started ‘Prime Minister Crops Insurance Scheme’. This will provide social security through easy and simple insurances to farmers. The government has provided a sum of five thousand crore rupees under this scheme and the target for agriculture loan has been set up at nine thousand crores rupees. This is the highest till date. The government wants to free the farmers from the debt by promoting and utilising Kisan Credit Cards. To ease the burden of interest of debt on farmers, the government has made available another fifteen thousand crore rupees. This is a welcome step. To benefit the farmers through MSP, the government has taken effective steps for decentralized and transparent sourcing and effective subsidies. This will help in increase in production of pulses. The government has also taken effective steps for development and value addition of the cattle.
Even after six decades of independence, only 46 percent of the land is fit for agriculture. To increase irrigation and better availability of water resources, the government has started ‘Prime Minister Krishi Sinchai Yojna’ with provisions of twenty thousand crores for long-term irrigation schemes. To speed up irrigation projects started in previous schemes, the government has ‘Accelerated Irrigation Benefit Scheme’ with coverage of 89 schemes.
To increase agriculture productivity and bring a new change the government has started the ‘Soil Health Card Scheme’. This is for the first time that farmers did not face any problem in the fertilizer distribution. Farmers have benefitted from the Neem-coated fertilizer. Fertilizers companies are going to start 2000 model fertilizer distribution centres in next three years. These companies will also do compost production and distribution in urban areas. The government has started a policy for converting urban waste into compost under the ‘Swachcha Bharat Abhiyan’.
This executive welcomes new allocations of twenty seven thousand crores for ‘Pradhanmantri Sadak Yojna’ to connect the Village India through rest of the country.
It also welcomes the target and commitment of electrifying all the villages in the country by 1st May 2018. Our government has also set provisions for review of all the set targets in given time frame. On the 1st April 2015, total 18,542 villages in the country do not have electricity. On 15th August 2015, our Prime Minister announced that these remaining villages would be electrified within next 1000 days.
By 23rd February 2016, 5542 of these villages have been electrified – which is more than what was done in the previous year. The government has allocated 8500 crore rupees fro the Deen Dayal Gram Jyoti Yojna and Integrated Electricity Development Schemes. This National Executive welcomes the government’s decision of constructing rods in the rural areas of the North-East through North East Road Development Corporation.
Developing Village India through Employment
Our government has increased the efforts for growth of new employment in the country. Infrastructure development in the rural areas will help employment creation. The target of connecting six crore families to Jan Dhan, Mudra, Digital Literacy will create new employment opportunities in the rural economy. Under the Mudra Yojna, totoal of 2 crore and 98 lakh loans have been accepted till now. Mudra Yojna has become the hope of the youth engaged in self employment in the rural areas. The plan of time bound availability and creation of roads, water, and electivity in the rural areas has set new paradigms in the area of planning and development. Creation of Skill Development Centers in the rural areas will create new employment opportunities.
The central government led by Prime Minister Sh. Narendra Modi has made fundamental changes and new allocations to the MNREGA to make works undertaken in it, more effective and sustainable through inclusion of provisions for water resources development in it.
Our central government in the leadership of Prime Minister, Sh. Narendra Modi has provisioned for 5 lakh farm ponds and wells and also for production of organic composte with 10 lakh composte pits under MNREGA.
Water conservation and natural resources management in the disaster-affected blocks of the country are also covered under the Pandit Deendayal Antyodaya Yojna.
Schemes like Skill Development, Mudra, ‘Start Up-Stand Up’ will also create new opportunities for employment.

Social Security and Poverty Alleviation in Rural Areas
The National Executive of the Bhartiya Janta Party welcomes the efforts made by our government in the area of social security and poverty alleviation. Large number of people in the rural areas have been linked to banks through Jan Dhan accounts. Our government has opened 21.31 crore Jan Dhan accounts and 34,841 crore rupees has been deposited in these accounts. It has formed 1.26 lakh ‘Bank-Mitras’ and 9.39 crore ‘Suraksha Bima Policies’ and 2.95 crore ‘Jeevan Jyoti Beema Policies’ have been started till now. Our government has provided social security to the poor through Jeevan Jyoti, Suraksha Beema and Atal Pension Schemes. The government has started revolutionary health care policy for the people living under BPL, which will cover one lakh rupees health insurance for every family. ‘Pradhanmantri Jan Aushadhi Yojna’ to provide basic medicines at a fare price in the far away areas is an effective step to ensure basic health facilities for all. This National Executive appeals all the party workers to bring change in the social life of the country through starting a mission to take the government’s social security schemes to all the poor of this country.
Gram Swaraj through Strong Panchayati Raj
The commitment of Progressive Federalism of our Prime Minister, Sh. Narendra Modi and for increased participation and decentralized governance, our government has increased allocation by 225%, which is also in the direction of the recommendations made by the Fourteenth Finance Commission. The government has made a provision of 287 lakh crore rupees for 2.5 lakh panchayats and nagarpalikas in the next fice years. All the panchayats will get 80 lakh rupees and 21 crore for nagarpalikas in next year for development work. The government has allocated 5142 crore rupees under the Shyama Prasad Mukherjee Rurban Mission for the community based development.
Change in Rural Living Standards
The government has started ‘Pradhanmantri Ujjawala Yojna’ to provide cooking gas cylinders for women in the five crore BPPL families in the country. New schemes of our government like the Digital Literacy, Skill Development, ATM in Post Offices, Swachchta Abhiyan’, Deendayal Gramin Jyoti Yojna, Modernisation of Land Records, Self Attestation of Documents and ‘Samagra Gram Swaraj Abhiyan’ have become the basis of New Change in the Village India. This confirms to Swami Vivekanand’s ideas of Reconstruction of India. This budget would pave the way for the social change along with the economic change for the poor of the country.
Inclusive and Sustainable Rural Development
To implement all these steps effectively and transparently; and to take these to the last mile of the border and far away areas, our government has brought the ADHAR Bill. This is unfortunate and shameful that the Congress and the Left parties have opposed this Bill for short-term political goals. Our government has risen above narrow political boundaries and interest to make the resources available to the poor of this country but the Opposition is not being able to look away from their narrow political gains. For inclusive development, it is important that the resources should reach the Last Person in a transparent way. ADHAR Bill will help the government in reaching this goal with the help of technology. This National Executive of the Bhartiya Janta Party welcomes positive and inclusive steps for the sustainable development of Village India taken by our government under the leadership of Prime Minister, Sh. Narendra Modi. This budget would pave the way for the social change along with the economic change for the poor of the country. This budget will pave the way for the development of the country. Balanced development of all sectors of economy and sections of society brings everyone together in the process of development of the country. This National Executive appeal to the villages, poor and farmers to take this resolve our society to come together with our responsible and transparent government to further the process of development of the country with the aim of giving everyone a chance of glorious lives.
