MEETINGG TAKEN BY CEO, NOIDA AUTHORITY REGARDING STRAY DOGS.

A meeting was called by Shri Amit Mohan Prasad, CEO, Noida Authority,  to consider various angles relating to menace of stray dogs in Noida city, today at 3.00 p.m. The meeting was held in Board Room of Noida Authority and following were present:

  1. UP State Govt,. :Dr. Sudhir M. Bobde, Principal Secretary, Animal Husbandry, Govt. of U.P.
  2. Noida Authority: Shri Amit Mohan Prasad, CEO, Shri Pramod Agarwal, ACEO, Shri Soumya Srivastava, DCEO, Shri Home Singh Yadav, Chief Engineer, Shri R.S. Yadav, Sr. Project Engineer.
  3. District Administration: Shri Brijesh Narain  Singh, District Magistrate, Shri M.L.Gupta, CDO,  and Dr.S.K. Dwivedi, CVO.
  4. SPCA: Mrs. Gauri  Mauliki, Advisor to Mrs. Maneka Gandihi, Minister for Women & Child Development, Govt. of India, Mrs. Anuradha Dogra, Mr. Sajal Srivastava.
  5. FONRWA: Shri A.N. Dhawan, Secretary General; and Shri Suresh Tiwari, Sr. Vice President.

 

FONRWA VERSION: There was heated discussion regarding the role and performance of the SPCA  in respect of work relating to sterilization of stray dogs, On behalf of FONRWA, we had emphasized total dissatisfaction about the working and performance of SPCA.  We drew the attention to the decision taken at a meeting taken by the then DM on 4.2.2017, that the work relating to sterilization of dogs henceforth be handled by Noida Authority itself rather than depending on SPCA or any other agency.  It was also pointed out that whereas sterilization was being done @ Rs.750/- in Delhi and other places, SPCA have been charging at a very high rate of Rs.1390 per dog.  We had mentioned that SPCA have been charging for medicine  at Rs.500/- as against the same being available at Rs.70/- only.

 

SPCA VERSION:   They pleaded that  they have been performing to the best of the capacity and infrastructure and funds being made available to them.  Regarding rate of Rs.1390, they argued that the rate of Rs.1390 had been approved by Noida Authority itself.  Regarding rate of medicine, it was argued by Mrs. Gauri that SPCA have been using branded medicines and not generic ones which  may be cheaper .

 

AUTHORITIES AND CONCLUSION:      Shri Home Singh Yadav, informed that CBI have started investigation into affairs of SPCA.  The Principal Secretary stated that he had visited the shelter and pointed out certain deficiencies therein, as noted by him.  Shri R.S. Yadav mentioned that requisite amount of Rs.15 lakhs had been released to SPCA recently, covering their salaries etc.  It was indicated that in terms of the decision of the State Government, to change all non-government nominated persons stand changed.  Hence the present nominated persons, Mrs. Anuradha  Dogra and Mr. Sajal Srivastava, shall no longer continue to remain nominated in SPCA.

 

The CEO summed up by saying that henceforth they shall pay to SPCA only @Rs.770, as notified by Delhi Govt,.  Regarding price of injections and medicines, he stressed that only medicines and injections with generic names may be used henceforth, referring to the decision taken by hon’ble Prime Minister.  The CEO advised that in the next two months, till 30th June, status quo may be maintained  and for this purpose, DM was requested to work out an interim arrangement in consultation with the concerned officials and present nominees of SPCA. The CEO informed SPCA representatives, categorically, that performance of SPCA or any other agency, has to be judged by response of the citizens.   Requisite steps for long-term planning shall be taken in this regard.
