Shri Kalraj Mishra Hon’ble Minister MSME inaugurated “National Workshop on Cluster Development Programme under MSE-CDP scheme of Ministry of Micro, Small and Medium Enterprises (MSME).Hon’ble Minister also released Laghu Udyog Samachar and PARCHAM –a compendium of MSE-CDP success stories and progress of clusters spread across different sectors of the economy.The compendium will help in planning and better implementation of MSE-CDP scheme and will act as a valuable resource to understand the role of cluster development programme of MSME. It will also reveal the possibilities of new development paradigms for equitable and sustainable growth.
2) The Micro and Small Enterprises – Cluster Development Programme (MSE-CDP) is being implemented by our Ministry for holistic and integrated development of micro and small enterprises in clusters through Soft Interventions (such as capacity building, marketing development, export promotion, skill development, technology upgradation, organizing workshops, seminars, training, study visits, exposure visits, etc.), Hard Interventions (setting up of Common Facility Centers) and Infrastructure upgradation (create/upgrade infrastructural facilities in the new/existing industrial areas/ clusters of MSEs).
3) A total of 1018 interventions (i.e. diagnostic study, soft interventions and setting up common facility centre) in various clusters spread over 29 States in the country have so far been taken under the MSE-CDP Programme. Out of 1018 interventions, 677 interventions have been completed. Under Infrastructure Development, 178 interventions have been carried out under MSE-CDP for new/upgradation of existing infrastructure facilities, out of which 126 interventions have been completed.
4) The MSME sector in India is highly heterogeneous in terms of the size of the enterprises, differentiated products and services produced and the levels of technology employed.Thus, MSMEs are important for the national objectives of growth with equity and inclusion. The MSME sector has significantly maintained a higher growth rate vis-à-vis the overall industrial sector during the past decade. Today, the sector produces a wide range of products, from simple consumer goods to high-precision, sophisticated finished products. An impetus to the sector is likely to have a multiplier impact on economic growth.
5) The cluster development approachhas built a sustainable eco-system by facilitating investment, foster innovation, augment skill development and thereby reducing the threats of globalization and liberalization.It plays a pivotal role in deriving the growth of SMEs in India by geographical proximity of cluster units. It has also deal with the problems of technological obsolescence, supply chain incompetence, global competition, and investment shortages etc.With its agility and dynamism, the scheme has shown admirable innovativeness and adaptability for survival of SMEs in India. The scheme has helped in inducing competitiveness amongst MSE clusters by ensuring inter-firm cooperation through networking and trust.Development of clusters, thus, holds key to inclusive growth and plays a critical role in India’s future.
6) With all the development that has taken place, there is a huge potential for MSE-CDP scheme toaugment the production capacity and create an upsurge in theemployment opportunities for India. Poised for rapid growth and integration with major global value chains, globally competitive MSEs will make considerable impact in realizing “Make in India” vision.It has the potential to market its ‘Made in India’ brandin order to explore more opportunities and enhance possibilitiesglobally.
7) To ensure the transparency, monitoring and speedy implementation of cluster programme, this office has started online application system. Any industry association/cluster beneficiaries/ state government’s agency/state governments/ field organization of this ministry can apply online which are approved in the Steering Committee Meeting of MSME.
“I look forward to witness the same continued growth of clusters in the coming future, as attributed by this crucial scheme of MSME and also expect to work in tandem with states and local government to foster cooperative federalism- said Shri Kalraj Mishra. Shri Giriraj Singh Hon’ble MoS MSME highlighted the need for simplification of CDP guidelines and giving role to MSME DI and Industry Associations in organising and implementing cluster. Sri KK Jalan Secretary MSME Sri SN Tripathi AS&DC and other senior officers and stakeholders participated in the daylong deliberation.
