MEMORANDUM TO THE CHIEF MINISTER OF DELHI DEMANDING IMPLEMENTATION OF 4th DELHI FINANCE COMMISSION’s RECOMMENDATIONS ON FUNDS FOR THE MUNICIPAL CORPORATIONS OF DELHI.

 11th January, 2015

Sir,

This memorandum wishes to again draw your attention towards the economic crunch through which the three Municipal Corporations of Delhi are passing through.

We the undersigned on several occasions jointly as well as separately have met you and apprised you of the financial shortages at the Municipal Bodies. It is a matter of regret that though well versed with the problems of the municipal bodies your government has failed to help us tide over the crisis.

The dirty political game of denying statutory funds played by Delhi government has resulted in repeated break down of primary municipal services of sanitation, health & education. The situation at East Delhi Municipal Corporation is extremely pathetic as it has been denied even the basic initial seed funds both by your government & the predecessor. Situation in other 2 Municipal Corporations too is not much better.

This situation is despite the 3 Municipal Corporations doing best efforts to raise their own resources and carrying out municipal reforms.

Concerned with this grave situation a NGO as also a few individual political leaders in recent past approached the Hon’ble Delhi High Court and hearing one such petition of an NGO the bench of the Hon’ble Chief Justice has noted with concern the neglect by Delhi Government of its primary responsibility of statutory funding of Municipal Corporations.

The basic spirit of the Hon’ble Delhi Court’s orders on the basis of the case facts before it is that Delhi Government should immediately ensure proper funds to the Municipal Bodies as they are in deep crisis with Delhi facing break down of sanitation services.

The Hon’ble Delhi High Court has desired immediate acceptance & implementation of 4th DELHI FINANCE COMMISSION’s RECOMMENDATIONS with regards provision of funds to the Municipal Corporations.

It is pertinent to mention here that your government had tabled the 4th D.F.C. Report after a long delay during the recently concluded session of the Delhi Assembly and accepted it too but playing dirty polity put on hold its implementation by joining irrelevant riders.

We the undersigned wish to draw your attention to the fact that the primary municipal services are again on a verge of collapse as we have not been able to pay even staff salaries for months on end.

The crux of the problem is that be it staff salary or other costs of maintenance services, development works or social pensions they have all risen many folds but we are being funded by the Delhi Government on basis of the decade old 3rd D.F.C. recommendations

We the undersigned therefore once again request you to rise above politics and immediately call a session of Delhi Assembly to retable & unconditionally accept & implement the recommendations on Municipal Funding made by the 4th DELHI FINANCE COMMISSION.
