NEW DELHI, Oct. 4—Delhi Pradesh Congress Committee chief spokesperson Smt. Sharmistha Mukherjee said the Aam Aadmi Party Government has been repeatedly exposing its “double face” to the public ever since it assumed power 18 months ago, and the latest instance of the AAP Government’s duplicity is the instruction given by Deputy Chief Minister Shri Manish Sisodia, who is also the Education Minister, to the Directorate of Education to issue directions to all private schools to implement recommendations of the 7th Pay Commission.
Smt. Sharmistha Mukherjee, addressing a press conference at the DPCC office, Rajiv Bhawan, here today said the hypocrisy of the AAP Government knows no bounds as the same AAP Government, which is now asking for the implementation of the 7th Pay Commission, had dealt a major blow to private school teachers by removing the pay parity clause in the Delhi School Education (Amendment) Bill, that was tabled in the Delhi Assembly in December 2015. She said in the original Act, Section 10 (A) ensured that the private school teachers are paid at par with the Govt. school teachers, thus stopping any potential exploitation of private school teachers by the private school management. But in the Delhi School Education (Amendment) Bill, the AAP Government removed Clause 10 (A), and by removing the parity clause, the Government potentially paved the way for exploitation of private school teachers, and placed them completely at the mercy of the school managements.
Smt. Sharmistha Mukherjee said there is not only any transparency in the Governance by the AAP, but it also deliberately tries to mislead the people. She said a draft Education (Amendment) Bill was put in the public domain, in the website of the Directorate of Education, in June 2015 for inviting public views and suggestions, though in that draft, there was no mention of elimination of Clause 10 (A). She said that was slyly incorporated in the Bill tabled in the Assembly, which clearly shows the AAP Government’s intentions to deliberately mislead the people.
Smt. Sharmistha Mukherjee said despite the tall promises made by Kejriwal in the AAP manifesto to fill the vacant posts of teachers and regularization of ad hoc teachers on being elected to power, there are 26,000 vacant posts of teachers in Government schools in Delhi, though the AAP Government has been in power for over 18 months, which clearly exposes the hollow promises of Kejriwal. She said the AAP Government is completely indifferent to the plight of the guest teachers, who have been knocking at one door after another ever since the AAP Government came to power, for the fulfillment of their demands, but in vain. She said Kejriwal and his Ministers have turned a blind eye to the plight of the guest teachers. As a result, the students are suffering as there is a severe shortage of teachers.
Smt. Sharmistha Mukherjee said Education Minister Sisodia’s directions to implement the 7th Pay Commission recommendations seems nothing but a public posturing to fool the people, as the Government does not have any concern for the plight of the teachers. Otherwise, it would not have dropped the pay parity clause in the Education Bill, and it would have filled up the vacant posts of teachers a long time ago, and regularized the services of the guest teachers not only to help the teachers, but also to help the students and elevate the education standard. She said this clearly indicated that the AAP Government completely lacks the necessary requisites for good governance—intention, ability and experience.
