National News (02/09/2026): Vice President C. P. Radhakrishnan on Wednesday said Chhattisgarh’s transformation from an area once affected by Left-Wing Extremism to a state witnessing peace, development and new opportunities demonstrates the impact of strong political leadership, a firm security strategy and development-focused governance.
Addressing the Third Convocation Ceremony of AIIMS Raipur, the Vice President urged graduating medical students to recognise the greater responsibility that comes with their degrees and dedicate themselves to protecting the health, trust and lives of people across the country.
‘A Convocation Is Not Just a Celebration, But a Responsibility’
Radhakrishnan said a convocation should not be viewed merely as a ceremonial occasion marking the completion of education. Instead, it marks the beginning of a professional journey in which graduates are entrusted with responsibilities that directly affect society.
“Today, you receive your degrees and tomorrow, you will be entrusted with something far more valuable—the health, trust and lives of the people of Bharat,” he said.
He encouraged the young doctors to approach their careers with compassion, integrity and a strong commitment to public service.
AIIMS Raipur Helps Bridge Healthcare Gaps
Highlighting the contribution of AIIMS Raipur, established in 2012, the Vice President said the institution has played an important role in reducing regional disparities in healthcare, medical education and medical research, particularly across central India.
He noted that within a relatively short period, AIIMS Raipur has developed into a major tertiary-care medical institution catering not only to Chhattisgarh but also to neighbouring states.
The institute has also expanded access to advanced healthcare services for people living in rural and tribal areas, helping bring specialised medical treatment closer to communities that previously faced significant barriers in accessing quality healthcare.
Chhattisgarh’s Transformation From Conflict to Development
The Vice President linked the growth of AIIMS Raipur with the broader transformation of Chhattisgarh.
Recalling the challenges faced by several parts of the state for decades, he said difficult terrain, poor connectivity and Left-Wing Extremism had historically slowed development in many remote and tribal regions.
According to Radhakrishnan, violence and insecurity had affected the expansion of essential infrastructure, including roads, schools and hospitals, leaving many communities struggling with limited access to basic services.
He said the situation has changed significantly and described Chhattisgarh as entering a new phase marked by peace, prosperity, development and opportunity.
The Vice President credited the transformation to the decisive leadership of Prime Minister Narendra Modi, the strategic approach of Union Home Minister Amit Shah, and the leadership of Chhattisgarh Chief Minister Vishnu Deo Sai.
He said the Naxal challenge that had persisted for decades has been brought to an end and that areas once associated with violence are increasingly being recognised for improved roads, educational institutions, hospitals, connectivity, investment and employment opportunities.
“This transformation is a powerful example of the difference that strong political will, firm security policy and development-oriented governance can make,” he said.
AIIMS Raipur Symbol of New Chhattisgarh
Radhakrishnan described AIIMS Raipur as one of the strongest symbols of the changing face of Chhattisgarh. He said the institute represents a state that is steadily moving away from an era associated with fear, violence and deprivation towards one defined by peace, progress and possibility.
The Vice President also praised AIIMS Raipur for its achievements in advanced healthcare and organ transplantation. Among the milestones highlighted by him were Chhattisgarh’s first swap kidney transplant, a kidney transplantation success rate of more than 95 per cent, renal and corneal transplants and ear implants.
He said these achievements demonstrate how sophisticated medical treatment is becoming increasingly accessible to people in the region. The approval for a heart-transplant programme, he added, is another significant milestone that could further strengthen advanced healthcare facilities in the state.
Viksit Bharat Depends on Development at Every Level
Emphasising the broader national development vision, the Vice President said the goal of Viksit Bharat cannot be achieved unless development reaches every part of the country.
He stressed that every state, district and village must progress together for India to realise its development goals.
According to him, access to higher education remains a crucial pillar of this transformation, particularly because education creates opportunities for young people and strengthens the country’s human capital. Radhakrishnan also pointed to the growing participation of women in higher education.
He said female enrolment in higher education increased from 1.57 crore in 2014-15 to 2.24 crore in 2023-24, representing a growth of 42.2 per cent.
The trend was also reflected at the AIIMS Raipur convocation, where 376 women and 313 men were awarded degrees.
Vice President Urges Graduates to Say ‘No to Drugs’
Addressing the graduating students, Radhakrishnan urged them to become responsible professionals and citizens and contribute to building a stronger and more inclusive India. He particularly called upon young people to adopt a firm “No to Drugs” stance and work towards creating a healthier society.
He also stressed the importance of ensuring that the benefits of technology reach the last citizen and that every young Indian gets the opportunity to pursue a better future. “May your knowledge heal, your research innovate and your service inspire,” the Vice President said.
He wished AIIMS Raipur continued success in clinical excellence, scientific innovation, public health and compassionate healthcare delivery.
Radhakrishnan also expressed hope that Chhattisgarh’s transformation would become an important part of India’s larger journey towards Viksit Bharat 2047. During the convocation ceremony, the Vice President also conferred gold medals and certificates on meritorious students.

The ceremony was attended by Chhattisgarh Governor Ramen Deka, Union Minister of State for Health and Family Welfare and Chemicals & Fertilizers Anupriya Patel, Chhattisgarh Health and Family Welfare and Medical Education Minister Shyam Bihari Jaiswal, Raipur MP Brijmohan Agrawal, AIIMS Raipur President Prof. (Dr.) Sanjeev Handa, and Executive Director Retired Lieutenant General Ashok Jindal, among other dignitaries.
The Third Convocation of AIIMS Raipur marked not only an important academic milestone for the graduating students but also highlighted the institution’s growing role in strengthening advanced healthcare, medical education and research in Chhattisgarh and neighbouring regions.
