New Delhi, August 1, 2023: The Biju Janata Dal (BJD) has announced its support for the bill that replaces the Delhi services ordinance and its opposition to the proposed no-confidence motion against the government by various opposition parties. The decision by Odisha’s ruling party will bolster the Modi government’s position in the Rajya Sabha, moving it closer to the halfway mark.
BJD’s Rajya Sabha member, Sasmit Patra, confirmed the party’s stance, stating that they will back the bill on the Delhi services issue and stand against the no-confidence motion. With nine MPs in the Rajya Sabha, BJD’s support will aid the BJP-led NDA government, which lacks a full majority in the upper house.
However, despite BJD’s support, the opposition bloc INDIA and certain Independents, including Kapil Sibal, are expected to vote against the bill, making up around 109 MPs. Yet, this falls short of the required halfway mark of 120, considering the presence of all 238 existing members on the voting day. The total strength of the house is 243, but there are some vacancies.
Among the 26 parties in the opposition grouping, 18 have representation in the Rajya Sabha, accounting for 101 MPs collectively. Additionally, the BRS (seven MPs) is likely to vote against the bill, while the YSR Congress (nine MPs) may support it.
On the other hand, the ruling NDA currently holds 100 MPs in the Upper House, relying on the support of nominated members, Independents, and non-aligned parties that have previously voted in their favor on various issues.
The Delhi services bill aims to replace the existing ordinance and is a crucial matter for the government. As the political landscape unfolds, all eyes will be on the Rajya Sabha as it takes on these significant legislative developments.
