CERT strongly opposes draft Bill on Higher Education Commission of India!

New Delhi: Recently divulged draft of Higher Education Commission of India (HECI) bill to replace higher education regulator University Grants Commission (UGC) with a Higher Education Commission would focus exclusively on academic affairs and financial grants would be under the purview of MHRD.

On Wednesday, Centre for Educational Research & Training organized a Press Conference Protesting against Higher Education Commission Bill.

The Press conference was attended by Various Dignitaries from education field.

Adressing the Media, Prof. Madhu Prasad (All India Forum for right for Education), said, “The proposed HECI to be set up through an act will not have the authority of sanctioning funds. It will focus on quality education at Universities and colleges. At present University grants commission is assigned with the responsibilities of maintaining, monitoring and improving the standards of teaching and research in higher educational institutions and also with the authority of sanctioning funds since 1956.”

“CERT strongly opposes the draft Bill on Higher Education Commission of India (Repeal of University Grants Commission Act) Act 2018,” added Madhu.

Shariw Ansar (General Secretary, Fraternity Movement of india), said,

“The proposed Act is a major departure and an act of taking away the autonomy of academic bodies through heteronomy 2 of centralization and bureaucratisation of academic governing bodies. Too much centralization under the proposed Act is onslaught on diversity ,pluralism and democratic decentralization freedom of speech.”
