DPCC ASKS THREE QUESTIONS TO THE AAP GOVERNMENT
DPCC ASKS THREE QUESTIONS TO THE AAP GOVERNMENT
DPCC PRESIDENT SHRI AJAY MAKEN WRITES TO UNION HOME MINISTER SHRI RAJNATH SINGH SEEKING APPOINTMENT WITH HIM TO DISCUSS THE MCD CRISIS AND FIND A LASTING SOLUTION.
NEW DELHI, Feb. 8—Delhi Pradesh Congress Committee president Shri Ajay Maken said he had written a letter to Union Home Minister Shri Rajnath Singh on February 5, 2016, asking for an appointment to meet him, along with the leaders of the Opposition in the three MCDs, to discuss the problems facing the MCDs and for finding a permanent solution to the crises in the MCDs, following the strike by the MCD employees for the non-payment of their salaries.
Shri Maken said the conditional loan sanctioned by the AAP Government in Delhi would not find a permanent solution to the problems of the MCDs, which have witnessed several strikes by the sanitation staff and other category of employees in the past one year. Shri Maken said in his letter to the Home Minister, he has noted that after due deliberations with the Congress members in the Municipal Corporation, the party has come out with certain proposals on the said issue for the consideration of the Home Minister, as Delhi comes under the Union Home Ministry, to find a permannent solution to the MCD crises.
QUESTION NO 1 TO THE AAP GOVERNMENT: WHY HAS THE KEJRIWAL GOVERNMENT GIVEN PERMITS ONLY TO 2513 BATTERY-OPERATED E-RICKSHAWS WHEREAS THERE IS DEMAND FOR THOUSANDS OF POLLUTION-LESS E-RICKSHAWS IN DELHI? KEJRIWAL GOVERNMENT’S PROMISE TO REDUCE AIR-POLLUTION HAS, THUS, BEEN DEFLATED.
Addressing a press conference at the DPCC office, Rajiv Bhawan here today, Shri Ajay Maken said the Delhi Chief Minister had introduced the odd-even scheme by restricting plying of four-wheel vehicles on Delhi roads for 15 days to control air pollution, and the people of Delhi fully co-operated to make it a success. Shri Maken said though the scheme reduced the traffic congestion on Delhi roads, he asked the Kejriwal Government what have they done to effectively prevent air pollution in the Capital? He said for short-duration travel in Delhi, the most effective mode of pollution-controlling vehicles was battery-operated E-Rickshaws, therefore, there was a big demand for E-Rickshaw licences in Delhi. Shri Maken said according to information received through an RTI query as to how many E-Rickshaw permits have been given by the AAP Government during the past one year, the reply got was that only 2513 E-Rickshaws were given permits. He said on the one hand, Kejriwal was introducing the odd-even scheme to control air pollution, but on the other hand, his Government has given permits to only 2513 non-polluting E-Rickshaws in one-year, which was puzzling.
Shri Maken said there was a big racket in the Delhi Government for giving permits to E-Rickshaws, as rules were deliberately teaked to favour only a few companies by the AAP Government to supply E-Rickshaws in Delhi, to keep out a number of other companies which were also in the fray to supply E-Rickshaws. He said as a consequence, the favoured companies inflated the prices of the E-Rickshaws by Rs 40,000 to 50,000, to put a heavy burden on the poor E-Rickshaw drivers.
QUESTION NO 2: WHY HAVE THE KEJRIWAL GOVERNMENT SPENT ONLY RS 2.67 CRORE OUT OF THE Rs 230.784 CRORE GENERATED THROUGH “AIR AMBIENCE FUND?”
Shri Maken said the AAP Government was not serious about controlling pollution in Delhi which was clearly evident from the fact that in an RTI reply, the Delhi Pollution Control Committee has informed that the Delhi Government had generated Rs 230.784 crore to the “Air Ambience Fund” as on 23rdNovember, 2015 in one year, out of which the Delhi Government has spent just Rs 2.67 crore to control air pollution. Shri Maken asked Kejriwal if he was serious about controlling air pollution in Delhi, why was he sitting on the huge amount and not utilizing more funds from the “Air Ambience Fund”?
QUESTION NO 3: WHY DID THE DELHI GOVERNMENT SANCTION A CONDITIONAL LOAN OF Rs 551 CRORE TO THE MCDs WITH THE RIDER THAT NO FRESH RECRUITMENT OF SANITATION WORKERS WOULD BE MADE AND THE AD HOC SANITATION WORKERS AND BELDARS WOULD BE REMOVED IN A PHASED MANNER?
Shri Ajay Maken questioned the conditional loan sanctioned to the North and East Delhi Municipal Corportions by Deputy Chief Minister Manish Sisodia on 6th January, 2016 after a meeting with the Principal Secretary and the commissioners of North and East Delhi MCs to end the strike by the MCD employees. Accordingly, Sisodia sanctioned Rs 314 crore to the North Delhi MC and Rs 237 crore to the East Delhi MC in the non-Plan account.
Among the conditions for sanctioning the loan included: No 3: There will be no fresh recruitment of Group IV employees, who include sanitation workers and beldars.
No 4: Ad hoc sanitation workers and beldars would be phased out within a year.
Shri Ajay Maken said this decision was a betrayal of the promises made to the sanitation workers and beldars by the Aam Aadmi Party, which had promised to regularize them before the Assembly elections. Shri Maken said the AAP Government was not only not generating employment for the unemployed youth in Delhi, but it was also rendering the sanitation workers and the beldars, who have been working with the MCDs on an ad hoc basis for the past many years, jobless. He said this was a betrayal on these workers as they had been given false promises of regularization of their employment by the AAP party. He said according to the guidelines issued by the Urban Development Ministry, the number of sanitation workers was less than the stipulated number, as the MCDs and the NDMC have already been short of the required number of sanitation workers.
