EPCH Welcomes U.P. Export Promotion Policy 2025–30, Sees New Growth Path for Handicraft 

Delhi/NCR, 03rd September 2025 – Export Promotion Council for Handicrafts welcomes the Uttar Pradesh Export Promotion Policy 2025–30 which provides a facilitative framework that dovetails with Council’s long-term vision of strengthening handicrafts cluster ecosystems, expanding market linkages and enhancing compliance capabilities across Uttar Pradesh’s handicraft value chain.
Recently, Dr. Neeraj Khanna, Chairman-EPCH met Yogi Adityanath, Chief Minister of Uttar Pradesh alongwith Avdesh Agarwal, Chief Convener, EPCH and requested for an enhanced, MSME-friendly export policy with suggestive policy interventions and strategies to boost exports from Uttar Pradesh. EPCH expresses gratitude to Chief Minister for his vision & support and looks forward to coordinated action to deliver growth for Uttar Pradesh’s artisans and exporters said R. K. Verma, Executive Director – EPCH.
Speaking on the significance of the policy Dr. Neeraj Khanna, Chairman-EPCH, said that “In a period of global trade volatility, the U.P. Export Promotion Policy 2025–30 provides a timely and practical support for our exporters. Uttar Pradesh is a major contributor to India’s handicrafts exports and EPCH has consistently supported the State to strengthen cluster ecosystems through policy advocacy, market development and artisan-centric initiatives. With the export policy 2025–35, we see a clear pathway to scale exports, enhance artisan incomes and make clusters like Moradabad, Saharanpur, Agra, Firozabad and others even more competitive.”
Welcoming the enabling provisions Dr. Rakesh Kumar, Director General in the role of Chief Mentor–EPCH and Chairman-IEML shared that “The policy introduces critical measures such as additional financial assistance towards fair participation both in India and abroad; support of MICE participation initiatives; logistics facilitation via ICD/CFS and LCL shipments; e-commerce onboarding assistance and export credit insurance (ECGC) premium support. Additionally, the policy further envisages market-intelligence initiatives, Multi/State Trade Facilitation Centres (MTFC/STFC) to provide common services, and a dedicated Project Management Unit (PMU) for focused implementation which will significantly improve cost efficiency, market reach, and risk management for MSMEs across Uttar Pradesh’s craft clusters”.
Avdesh Agarwal, Chief Convener, EPCH said that “The U.P. Export Promotion Policy 2025–30 is a progressive step that directly addresses the needs of exporters and artisans. By facilitating easier market access with enhanced financial support, strengthening cluster infrastructure and encouraging innovation, the policy will not only help increase exports but also uplift the livelihoods of thousands of craftspersons across the State. EPCH is committed to working closely with the Government to translate this policy vision into result oriented for the handicraft sector”.
The highlights of the policy are issued by the Govt. Of UP, however the notification in the matter will be issued shortly.
