New Delhi, July 9, 2022: In conversation with Ten News, the Passport Man of India, Dr. Dnyaneshwar Mulay, a member of the NHRC and a former Indian Foreign Service diplomat, explained the problems NHRC faces while protecting human rights and also offered potential reforms.
“I would say the main problem is that we have excellent schemes, excellent projects,” Dr. Mulay stated. “But we lack the commitment of implementation. We are also very fond of events, but not of the final outcome.”
Dr. Mulay talked about the three reforms that will improve the situation in implementation. “There has to be a reform that is called Legislature Reform, how we elect our representatives,” he said. “If we want to have a good country, we need to have good representatives everywhere.”
“Second is Administrative Reforms,” he continued. “We have to change the bureaucratic system, to make it more efficient, less corrupt or maybe least corrupt or maybe non-corrupt, transparent, and public-centric.”
“Thirdly, Judicial Reforms. The Judiciary has to reform majorly,” he added.
“All these are not independent,” Dr. Mulay stated. “They might be independent in their functions, but they are all connected and that connection is nation-building. If they all can function at an optimum level of 100%, maybe even 80% or 90%, we will grow by 15% in GDP,” he explained. “In my view, human rights or the nation’s progress is nothing but good governance.”
