Ø Delhi Pradesh Congress Committee president Shri Ajay Maken led a delegation of Delhi Congress and submitted a memorandum and report on anomalies in Mohalla Clinics in Delhi to Hon’ble Lt. Governor of Delhi.
Ø Delhi Pradesh Congress Committee president Shri Ajay Maken demanded a CBI inquiry into financial irregularities /illegalities at the cost of public health in the Mohalla clinics by Hon’ble Lt. Governor.
Ø Lt. Governor of Delhi assured Shri Ajay Maken for appropriate action in the matter of Mohalla Clinics.
Ø AAP party’s Delhi Government extended pecuniary advantage to members and office bearers of AAP party by paying more than the prevailing market rent at the expense of Public exchequer – Ajay Maken

New Delhi, 23 Sept. 2016 – Delhi Pradesh Congress Committee (DPCC) President Shri Ajay Maken alongwith DPCC delegation met Lt. Governor of Delhi and submitted a memorandum by demanding a CBI inquiry into the financial irregularities/illegalities in the Mohalla clinics and also submitted a report prepared by Delhi Congress on Mohalla Clinics. In a delegation alongwith DPCC President Shri Ajay Maken others those who included the delegation were Dr. Kiran Walia, Hari Shankar Gupta, Ruchi Gupta, Aman Panwar, Jagjivan Sharma, Abhishek Dutt, Advocate Sunil Kumar and Majid Mehndi.
In a memorandum submitted to Lt. Governor, Shri Maken said that there are anomalies in the mohalla clinics but they are also not being run as per the established norms. There are many mohalla clinics which are established at the places where they are not useful. Shri Maken said that many mohalla clinics are established near the already running dispensaries and instead of appointing permanent staff in these clinics the government transferring their staff to these clinics.
Shri Maken by exposing the irregularities on these 104 mohalla clinics, he said that that AAP party’s Delhi Government established these mohalla clinics in violation of CVC guidelines date 8th july 1999, as While taking any services or renting any accommodation, principle of L1 (Lowest one) should always be applied. Meaning thereby that in the case of opening Mohalla Clinics, no Tender was called. He further said that General Financial rules (GFR)21 was also not followed in these clinics as it says that “While incurring expenditure from Government Exchequer, the Government should follow the “Principle of Financial propriety”. The Government should ensure that money being spent is not more than the occasion demands”. But in case of operating so called Mohalla clinics, principle of financial propriety was openly violated. Public funds have been spent more than what was required.
Shri Maken said that clause 4.13 of CPWD/PWD manual was also violated as it says that “For hiring a space for govt use the concerned authority (officer) should take FAIR RENT CERTIFICATE (FRC) from PWD (Executive or Superintending Engineer)”. In present case no FRC was taken from PWD in the name of urgency. Thus much higher rent being paid in comparison to the prevailing rent for the areas. While issuing FRC the concerned PWD officer assesses the prevailing market rent for the areas. However, no FRC was obtained and local market rent was not assessed intentionally for favouring the office bearers/ party workers of the ruling party in Delhi.
Shri Maken said that Mohalla clinics have no basic health facilities and the norms of established health guidelines are also being violated. He further said that there are many mohalla clinics which are being run at the places owned by AAP party/office bearers by paying them hefty rent at the expense of Public exchequer, which is a clear cut example of corruption.
It may be recalled that DPCC president Shri Ajay Maken released a report on mohalla clinics yesterday 22nd Sept. 2016 at Constitution club, rafi marg. He said that Delhi Congress Consulted with Public Health Experts and through its “Jan Sarvekshak” volunteer team has done survey of each of the 104 Mohalla Clinics in Delhi between 18-20 August. The report highlights serious violations of public health and financial propriety by AAP Delhi Government. He said that DPCC organized a Training programme for 217 Jan Sarvekshak (Congress Workers) from all wards of Delhi. A day long debriefing of all teams was organized on 29th August with follow up briefing on 1st & 7th September, 2016.
“Mohalla Clinics were opened without carrying out detailed gap analysis and study” said Ajay Maken. Shri Maken said that these clinics are opened only 4 hours in a day and in some clinics, the doctor earns Rs. 70-80 thousands per month. He further said that it is very surprising that on average a doctor attends a patient for 2 minute only. He said that these clinics offer only rudimentary OPD services and have no forward linkages with secondary/tertiary health service providers. Shri Maken said that in the most of these clinics, in the absence of doctors other staff attend patients for which they are not trained. There are no name plates mentioning doctors and there degrees.
