Transfer Flood in UP, shouldn’t CMO take opinion of People through online mediums?

While it is understandable that it might not be very easy to flawlessly administer such a vast and diverse region as Uttar Pradesh but taking unanimous decision from Lucknow don’t help the cause either. Case in point is G B Nagar where several highly efficient officers have been transferred recently and city seems to be adversely affected by it.
Pro and Cons of Transfers:
In G B Nagar alone Authority Chairman, CEO, DCEO, DM, SSP, SP traffic, SP (RA) are some of the significant transfers that have been done after change in state regime.
However transfers of CEO Deepak Agarwal, DM N P Singh and DCEO Saumya Srivastava were particularly opposed by most residents of Noida. People are of opinion that transferring officials from the top of administrative pyramid often hampers the development work that they were executing.
One of the latest examples could be the fee hike issue that is adversely affecting thousands of parents of the district. DM N P Singh was transferred while he was still in-middle of resolving this issue and the new district magistrate again started the whole process from beginning. As a result even today on May, 29th 2017, parents are protesting at DND toll way against fee hike.
Same could be said about Builder-Buyers issue that doesn’t seem to move beyond promises and assurances.
Why no public-participation in deployment of Public service officials?
Administrative officials are often attributed as public servants; however the role of public is limited to this nomenclature alone. In times of digital India when even milk packets and nappies are being delivered in train through tweets, how difficult will it to be to incorporate public feedback while transferring or deploying public officials in particular districts. Administrative reshuffle shouldn’t be used as a political tool to settle score.
There can be a portal where people can login using there aadhar cards or government id’s and provide feedback of officials from there district. It will not only bring the required transparency in the working but would also motivate administrative officials to be more approachable to general public.
Different Opinions:
Local legislature said,”Administrative transfers are a crucial part of effectively administering a state. Secretary level officials and CMO decides in this matter after due-diligence. Good officials are required everywhere and it won’t be exactly justified to make them stay on a particular posting. I am hopeful that all such decisions are taken keeping in mind the best interest of citizens only.”
Speaking on the same issue NEA President Vipin Malhan said, “It is very unfortunate that officers like DM N P Singh and Sumya Srivastava are being transferred from the city. Noida is a nascent city still taking full shape. The officers who got themselves well-acquainted with its issues and problems and were actually working really hard should not be transferred in between”.
He also informed that NEA is also writing a letter to CM Yogi Aditynath to give an extension to officers like Saumya Srivastava, so that development of Noida can remain in a rapid pace.
As of now, monsoons are fast approaching and the city of Noida gripped with potholes, encroachment, traffic menace and overflowing sewers needs urgent stability and attention before things get more out of hand.
