National News (21 August 2026): Vice-President of India C. P. Radhakrishnan on Thursday addressed the valedictory programme marking the completion of Phase-II training of the 2024-batch IAS Officer Trainees at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.
Congratulating the officer trainees on successfully completing their training, the Vice-President highlighted the crucial role of civil servants in India’s development journey. He said that the civil services serve as a vital bridge between government policies and their effective implementation at the grassroots level, particularly in ensuring that the benefits of development reach every section of society.
Speaking about the national vision of Viksit Bharat @ 2047, C. P. Radhakrishnan called upon the young officers to work towards inclusive and equitable development. He emphasised that the benefits of progress must reach the last mile and urged the officers to keep public welfare at the centre of their administrative responsibilities.

The Vice-President advised the young administrators to make “Sevabhav” (spirit of service) and “Kartavyabodh” (sense of duty) the guiding principles of their professional lives. He stressed that public service requires a strong commitment to integrity, accountability and the welfare of citizens.
Emphasising the importance of teamwork in administration, C. P. Radhakrishnan encouraged the officer trainees to focus on team excellence rather than merely individual achievement. He said that effective leaders should build cohesive teams, motivate their colleagues and create an environment where good practices can be sustained and shared.
He also underlined the importance of ethical leadership, observing that true leadership cannot be measured merely by authority, power or official position. Instead, it is reflected in the ability to take principled decisions, act with integrity and remain committed to public interest.
Highlighting the growing participation of women in the civil services, the Vice-President noted that approximately 41 per cent of the 2024 IAS batch comprises women officers. He described this increasing representation as a reflection of Nari Shakti, stating that talent and determination can overcome traditional stereotypes and barriers.

C. P. Radhakrishnan further stressed that the rapidly changing administrative environment requires civil servants to remain technologically aware, adaptable and committed to continuous learning. He encouraged the officer trainees to embrace emerging technologies and new methods of governance while ensuring that technological advancement remains aligned with citizens’ needs.
He urged the young officers to remain open to innovation, continuously upgrade their knowledge and adapt to changing circumstances. According to him, a future-ready civil service must combine technological competence with empathy, ethical conduct and a strong understanding of ground-level realities.
During his visit to LBSNAA, the Vice-President also paid floral tributes to Sardar Vallabhbhai Patel and former Prime Minister Lal Bahadur Shastri, recalling their enduring contributions to nation-building and public service. Addressing the newly trained IAS officers, the Vice-President expressed confidence that they would carry forward the values of dedication, integrity and service in their respective assignments and contribute meaningfully to the realisation of a developed and inclusive India by 2047.
