The Group of Ministers, including of Home Minister Rajnath Singh, Railway Minister Suresh Prabhu and Finance Minister Arun Jaitley, had guaranteed the unions (central govt.employees union) last year that their concerns related to 7th Pay Commission would be addressed. Some of the major grievances expressed by the National Joint Council of Action (NJCA), the consolidated body of union, was the revision in allowances, including Housing Rent Allowance (HRA), and altering the fitment factor used for wage revision of central government employees.

Over 10 months have passed since the GoM had assured the unions of quick addressal of their demands. The high-level committees were formed in July last year by Finance Minister Jaitley. Although they were provided a timeframe till November, it was gradually extended for six additional months.

Following the above scenario, Confederation of Central Government Employees and Workers on Tuesday staged a protest against Union Finance Ministry at North Block in New Delhi, demanding implementation of the Revised Pay structure in respect of employees and pensioners of autonomous bodies consequent on implementation of CCS (Revised Pay) Rules 2016 in respect of Central Government employees and pensioners w.e.f. 01.01.2016.

Protesters were seen raising slogan saying “Remove 5% ceiling on compassionate appointments and grant appointment in all deserving cases and grant five promotions in the service career to all central govt. employees
