CPWD engineers hold protest outside Nirman Vihar, demand filling of vacant posts & implementation of pay commission

New Delhi: Disappointed with the delay in implementation of rules and schemes already passed or announced by the Union Government, hundreds of Assistant Engineer and Executive Engineers & Superintendent Engineers held a massive demonstration in front of Nirman Bhawan, New Delhi today.

The demonstration was organised under the banner of All India CPWD Engineers Association. Hundreds of Assistant Engineer and Executive Engineers & Superintending Engineers gathered to mark their protest against the delayed actions and inactions of the government and administration.

During the protest they highlighted their plight and demanded to fill all the vacant posts which are directly hampering the public work. They also demanded implementation of pay scale which has already been approved by the Union Government.

Speaking to the Ten News, General Secretary of the All India CPWD Engineers Association, AK Asthana said, “Despite union government’s approval, the department is neither filling the vacant post nor offering standard pay scale. We are gathered here to raise voice for our rights.”
The office bearers of the Association like Karamvir Singh, RK Singh & AK Asthana addressed the rally and elaborated on the demands.

They emphasised that members have to intensify the struggle and take it to another level, so, their genuine demands are heard and fulfilled.

Following the rally, a memorandum of demands was submitted to Minister of Housing and Urban Affair (independent Charge), Hardeep Singh Puri, & DG CPWD Abhai Sinha at Nirman Bhawan.

Their issues and major demands —

-Assistant Engineer of CPWD have been placed in the grade pay of 4600 (Pre-revised) now in level-7 which is the lowest among other State Government department as well as other govt. organization, where they are drawing grade pay of 5400 (PB-3) now in level-10.

-In CPWD, Promotions at Assistant Engineers & Executive Engineers level are being made on ad-hoc basis only, in spite of regular vacancies.

-The Promoted Engineers were enraged at the injustice done to them by withdrawing “upgradation in promotional hierarchy under A.C.P scheme”, which was introduced in 1999. Even after acknowledging the anomaly, the DOPT has not budged even an inch from it’s stated position.

Issue of seniority list of AEs (C&E) incorporating the names of AEs promoted through LDCE-2015.

Grant of bunching benefit to AEs (C&E); in the Pay Scale of 7500-12000 as per 5th CPC.

-In pre-revised scale of Rs. 7450-11500 (in PB2 GP 4600) w.e.f. 01.01.2006.

-Fill up all the vacancies at AE, EE & SE level.

-Fill up all the vacancies of EEs (C&E) lying vacant for the years together due to shortage of eligible AEEs (C&E) in public interest.

-Amendment of Recruitment Rules (RRs) of CES (Civil) & CEMES-2012 to the effect;

Immediate restoration of provisions contained in RR 1996 in respect of promotion of Diploma holder AEs (C&E) enabling all of them for promotion to the grade of EE (C&E).

-To assign 3 years’ life to any unfilled quota at EEs (C&E) level and redistribution of unfilled vacancies as per quota in accordance with Hon’ble Apex Court judgement.
