PF department to pay incentives for beefing up compliance

Faridabad: In order to make best of electronic data base system, the Provident Fund department has been following up with the industries of Faridabad for long to get all the necessary details regarding their members of the Provident Fund scheme mapped with the respective UAN (Universal Account Number) of the respective members. Adopting friendly technique to make all the industries comply with the provisions of the scheme, the Provident Fund Department has come up with an incentive scheme. Commissioner of Provident Fund Department Sh. Kumar Rohit informed that the incentive scheme provides for refund of administrative charges paid by the member industry on the contribution paid in a quarter would be refunded to the industry according to some conditions after the end of the quarter. He said that the incentive scheme would be applicable during the calendar year starting from 1st January 2016.
Elaborating on the scheme the commissioner said that the notification dated 10th February 2016 provides for 10% refund of administrative charges deposited by a member employer on satisfaction of three conditions. The department has launched two schemes for extending incentives to the member employers 10% and 5% respectively. While in the first scheme A, the foremost condition to be satisfied needs the member employer to comply at least to a scale of 80% the conditions in Form No. 11( New). Another condition to qualify for the refund of ten percent would be to get all the three documents seeded for at least 80% of their members, i.e., Adhar Card, PAN and Bank Account. In these conditions while the Adhar card is needed for at least 80% of the conditions fulfilled in form 11, the bank account is needed to be seeded in case of 100% cases. The condition of PAN is applicable to the specific cases only.
The member employers not able to make it to the levels described above, another scheme B has also been introduced by the department, said Sh. Kumar Rohit. He said that in case the employer is not able to make the compliance to the level described in scheme A, the employer can still department has also come up with another incentive scheme (B) in case of compliance not reaching the above said level in scheme A. In the place of 80% mentioned in scheme A if the employer is able to make up to 60% and for 100% seeding of bank account if he or she is able to make up to a mere 70% of the Adhar card seeded, the employer will become eligible for a refund of 5% of the administration charges.
Kumar Rohit said further explained that the refund would be given to the respective accounts at the end of the quarter only. He said that since it is very well known fact that incentives attract people to comply rules instead of punishments; the government has come up with the same. He expressed hope that the scheme would help in enhancing the level of compliance of UAN.
