New Delhi (India), 03rd August 2023: With immediate effect, Indian government has barred imports of laptops, tablets, and personal computers. The government stated in a notification issued on Thursday, that restricted imports would be permitted with a valid licence.
According to the notification issued by the Ministry of Commerce and Industry, “Import of laptops, tablets, all-in-one personal computers, and ultra small form factor computers and servers falling under HSN 8741 shall be ‘restricted’ and their import would be allowed against a valid licence for restricted imports.”
The limits will not apply to Baggage Rules imports, according to the government. Baggage Rules refer to the Customs checks that every passenger entering or leaving India must pass.
The ministry noted in the notification that the import of one laptop, tablet, all-in-one personal computer, or ultra compact form factor computer, including those acquired from e-commerce portals via post or courier, would be excluded from the Import Licensing regulations. Imports will be subject to duty, if applicable.
There is also a licensing exemption for 20 such products per shipment for R&D, testing, benchmarking, assessment, repair and re-export, and product development.
These imports will be permitted only if they are used for the stated reasons and not sold. Once the primary purpose is met, the products will be destroyed or re-exported, according to the ministry.
The notification further said, “Regarding re-import of goods repaired abroad, licence for Restricted Imports shall not be required for repair and return of said items.”
The ruling specified that laptops, tablets, all-in-one personal computers, and ultra tiny form factor PCs and servers that are an integral component of capital goods are excluded from import licensing regulations.
