Justice Rajesh Bindal highlights urgent need for education reform as $45 Billion leaves India annually for foreign education

New Delhi, March 3, 2025: In a powerful address at the Bharat Siksha Summit 2025, Justice Rajesh Bindal of the Supreme Court raised an urgent call to reform India’s education system, highlighting the alarming issue of brain drain. Addressing an audience of educators, policymakers, and students, Justice Bindal emphasized the need to create an education framework that not only prevents the outflow of talent but also attracts international students to India.

“Increasingly, Indian students are pursuing higher education abroad, contributing to a loss of approximately $45 billion annually. This highlights the urgent need to upgrade our education system so that our students stay and excel in India, and we become a global hub for education,” Justice Bindal stated.

The Summit, organized by the Balaji Foundation at Vigyan Bhawan, also saw the release of a landmark whitepaper on education. The whitepaper, developed from a live survey of over 2,000 students and education professionals, offers key insights into necessary reforms for the national education policy. It presents a comprehensive roadmap for addressing the challenges facing India’s education system, with specific recommendations for improving quality, accessibility, and innovation in teaching.

The summit featured discussions on critical topics such as the “Vision of the National Education Policy,” “Education, Culture, and Contemporary Developments,” “Imagining Indian Education,” “Education Without Borders,” and “Legal Education and Training: Bridging Theory and Practice.” More than 25 Vice-Chancellors from Indian universities participated in the summit, alongside representatives from government bodies, legal authorities, and educational experts.

Justice Bindal also touched on the growing role of Artificial Intelligence in education and other sectors, cautioning against over-reliance on AI. “While AI is transforming every field, we must be careful not to depend entirely on it, especially in critical areas like the legal system. AI cannot replace human judgment, particularly when it comes to legal decisions,” he added.

During the session on legal education, Justice Bindal noted the rising demand for legal professionals and the corresponding need for quality legal education. “What was once considered a last-choice profession in the 1980s has now become highly competitive. However, as the number of law colleges increases, it is essential that they meet the demand for quality education to produce competent lawyers,” he explained.

Highlighting the alarming pass rates for legal exams, Justice Bindal revealed that only 48% of law graduates pass the Bar Council of India’s examination, underscoring the deficiencies in the current legal education system. “We need to focus on improving the quality of legal education to ensure that future lawyers are not only qualified but also equipped to meet the challenges of an evolving legal landscape,” he said.

On the integration of technology in legal education, Justice Bindal stressed the need for students to understand how IT is revolutionizing the judicial system. “Many law students are unaware of how much technology is involved in judicial processes. They must be sensitized to the importance of problem-solving and understand that litigation is the last resort; mediation and alternative dispute resolution should always be the first steps,” he emphasized.

Rajshree Rai, Chairperson of Balaji Foundation, opened the summit with a heartfelt welcome to the distinguished guests and attendees. In her speech, she highlighted the vital role of education in shaping the future of any nation. “Education is the cornerstone of development. It is essential that students today understand the pivotal role that education policies will play in shaping their futures,” she said.

Senior Advocate Pradeep Rai, also of the Supreme Court, shared his personal journey of education in a village school, reflecting on India’s remarkable progress in the education sector. “Teachers have always said, ‘Better education leads to better employment.’ It’s a truth we must carry forward as we reform and improve our education systems,” he remarked.

The Bharat Siksha Summit 2025 proved to be a pivotal event, with rich discussions that emphasized the pressing need for reform in India’s educational policies to meet both national and global demands.
