20 Officers and men of Delhi Police have been conferred Police Medal.            For Gallantry (POSTHUMOUSLY) 01, Distinguished Service 02 and Police Medal for Meritorious Service 17 on the occasion of Republic Day – 2015.

Late Ct.(Exe.) Bijender has been awarded Police Medal for Gallantry (Posthumously).

Shri Dependra Pathak, Jt. CP (PHQ) and Shri Hari Mohan Meena, DCP/R.P.Bhawan have been awarded President’s Police Medal for Distinguished Service, while Shri Surender Singh Yadav, Addl. CP/Traffic, Shri Sanjay Kumar Tyagi,  DCP(SO to CP/Delhi), Shri Bhola Ram Mann, ACP, SI (Exe.) Gokul Ram and HC (Exe.) Ramesh Singh are among those who have been awarded Police Medal for Meritorious Service.

Police Medal for Gallantry (Posthumously)

Late Ct.(Exe.) Bijender :  (Ct Bijender, No. 2318/C (PIS No.  28094468) was on patrolling duty at Beat No. 10( S.N. Marg) in the area of PS Kamla Market on the intervening night of 10/11.09.12 from 11.00 PM to 6.00 AM alongwith HC Baljeet, 1664/C, Ct. Sandeep, 2310/C.  At about 12.30 a.m. all the three police personnel were standing near HDFC Bank ATM on GB Road, when a man whose name was later found as Irshad come running towards them with a stab wound in the right side of his neck.  He had blood smeared all over on his clothes and face.  He pointed towards 4 boys running in front of them and mentioned that these boys had beaten him up and stabbed him in a scuffle, beneath the stairs of Kotha No. 57, G.B. Road. All the three aforesaid police officials started chasing the assailants.

 

After a brief chase, Ct. Bijender was successful in catching hold of a boy whose name was later revealed as Aakash.  On seeing that one of their accomplices has been caught, two other persons whose names and address were later revealed as Manoj and Aashish Bahuguna stopped and started grappling with Ct. Bijender in order to free their accomplice Aakash. In the meanwhile, another boy whose name was later on revealed as Suraj was caught by Ct Sandeep, Aakash shouted towards Suraj and exhorted him to stab Ct. Bijender so that they could flee from the grip of Contable.  On hearing this, Suraj took out a spring activated knife and inflicted injury with it on the face of Ct. Sandeep.  As a consequence of the injury, the grip of Ct. Sandeep loosened and Suraj managed to free himself from the grip of Ct.  Sandeep.  Suraj then approached Ct.  Bijender and stabbed him on the left side of his chest.  Despite suffering a life threatening injury Ct. Bijender did not loosen his grip on Aakash.    In the meanwhile, two more Constables namely Ct. Ravi Mann, No. 12257/DAP and Ct. Karnail Singh, No. 541/C who were also on patrolling duty reached the spot.  All the policemen then overpowered and apprehended all the four accused persons and recovered weapon of offence from their possession.  Ct. Bijender and Ct. Sandeep were later shifted to LNJP Hospital.  Ct. Bijender, No. 2318/C succumbed to his injury and was declared as brought dead by the Doctors at the hospital.

 

Ct. Bijender, No. 2318/C while on his duty showed exemplary courage and unflinching devotion towards his duty in the face of grave threat to his life.  Despite knowing the fact that he was stabbed in his chest, he did not let fear of death overcome him.  He was instrumental in the catching of the aforesaid accused persons.

 

Late Ct. Bijender has been awarded “POLICE MEDAL FOR GALLANTRY” (POSTHUMOUSLY).

 

PRESIDENT’S POLICE MEDAL FOR DISTINGUISHED SERVICE

 Sh. Dependra Pathak, Joint CP:  Sh. Dependra Pathak, IPS 1990, AGMUT cadre is presently Jt. CP/Headquarters. As a Joint Commissioner of Police, Headquarters, he is credited with ensuring transparent and effective Human Resource management, transfers, postings, promotions in Delhi Police and steering largest ever DPCs, Screening Committees in shortest possible time providing largest number of promotions, looking after charges in Delhi Police, etc.  His other contributions are I. institutionalizing Community Policing drive, II. Crime, criminal containment initiative excellence, III. law and order management, IV. introduction of modern technology in better and faster delivery of police services to citizens, V. presenting Indian Police perspectives in a just and positive way in the media,  VI. successful handling of ongoing MHA Police Modernization Projects, VII. nominated and got elected in WPC, World Petroleum Council and effectively representing India at the international forums. While on deputation to Petroleum Ministry displaying excellent administrative acumen in handling country wide strike by Oil Sector Officers during early 2010, IX. He was awarded Police Medal for Meritorious services on the occasion of Independence Day, 2008.

 

 Sh. Hari Mohan Meena, DCP: Sh. Hari Mohan Meena, DCP Rashtrapati Bhawan, has shown excellent performance in successfully handling law and order in communally sensitive areas of Seelampur and in Walled City, North District.  He supervised Central Checking team to apprehend corrupt police personnel and for handling the long strike of Delhi Bar Association, Tis Hazari Courts. He tactfully handled various demonstrations in sensitive area of New Delhi.

 

Exhibited his dedication to duty in planning, preparation and close supervision for peaceful and smooth conduct of Chakma Autonomous District Council CADC Election held on 17th April 2013. He is instrumental in introducing latest technical equipments such as UVSS and Ultra Modern CCTV system in R.P. Bhawan.

POLICE MEDAL FOR MERITORIOUS SERVICE

 Sh. Surender Singh Yadav, Addl.CP: Sh. Surender Singh Yadav, IPS, AGMU, 1997 earlier Assam Meghalaya cadre, has successfully held various important responsibilities during his 17 years of service as SDPO, Addl. SP, Addl. DCP, SP, DCP and Addl. CP of Districts dealing with all aspects of policing, various law and order situations, crime, traffic and conducting general elections to the State Legislative Assembly and Lok Sabha.

 

The officer has been instrumental in planning and implementation of counter insurgency operations against insurgent groups like PLFM, ULFA, NSCN, IMK, KYKL, NDFB. The officer’s active participation in counter insurgency operations has resulted in recovery of weapons like AKs, M16 Rifle, 9MM Pistol, Rocket Shells, IED, Chinese made Hand Grenades and arrest of several hardcore insurgents from the city of Shillong and other part of Meghalaya and even Bangladeshi operatives. He is presently posted as Addl. C.P. Traffic, HQ, Delhi.

 

 Sh. Rajesh Kumar, DCP : Shri Rajesh Kumar, DCP 7th Bn DAP was enlisted in the year 1999 as ACP and remained posted East District Delhi, Traffic South West Range in 1995 and 1996. As ACP Punjabi Bagh, he worked out sensational murder case of a teacher’s family in which four members of the family were murdered. He was awarded the UN Medal for service with United Nations Interim Administration Mission in Kosova during the period 2007 to 2008 and his professionalism and dedication was appreciated.

As SP Longding he was tasked to establish infrastructure at newly created District, to bring the underground activity, NSCN both factions, under check and bring a sense of security in the common citizen. He took community policing initiates by visiting all the basties in the District and discouraging the people from cultivation and consumption of opium.

 Sh. Parwaiz Ahmed, DCP: Sh. Parwaiz Ahmed, 1991 batch DANIPS cadre officer who has served in various capacities, both in Delhi and A&N Islands. He is presently posted in Security Unit.  During his tenure in A&N Islands, as Dy. SP, HQ, he dealt with service and welfare matters of entire police force.  As ACP Operations North East district, he streamlined and activated Special Staff and Anti Auto Theft Squad.  As a result, several gangs of auto lifters and pickpockets were busted and a large number of vehicles were recovered.

 

The officer was also deployed to UN Peacekeeping Mission in Kosovo during the year 1999 and 2000 as a member of India Police Contingent and was awarded UN medal. As SSP, L&O, Puducherry he initiated various schemes for control of crime.

 

 Sh. Mahesh Chand Bhardwaj, DCP : Sh. Mahesh Chand Bhardwaj, Addl. DCP 1, South East Distt. joined as DANIPs in the year 1993 as ACP and remained posted in the various Districts. and Units.  He has also worked with UN Mission in Kosovo for 1 year as Regional Personnel and Administration Officer for UN Police. During his tenure as ACP Karol Bagh, he was instrumental for the commissioning of India’s first surveillance system Area Security System.

 

During Common Wealth Games 2010, he efficiently managed traffic in an around Common Wealth Games Village and Games Venues at Yamuna Sports Complex, Delhi. During his tenure as DCP 7th Bn a Subsidized Central Police Canteen was also opened.

 

 Sh. Sanajy Kumar Tyagi, DCP : Shri Sanjay Kumar Tyagi, joined Police force as ACP (DANIPS), Operations, South West District and successfully conducted numerous operations.  As ACP, Traffic, New Delhi, he introduced number of traffic schemes.  He worked as SDPO Lajpat Nagar, Kamla Market, Sarita Vihar and Seelampur.

As Addl. DCP, Crime Branch he busted many important criminal gangs.  He remained posted at J.L.N. Stadium during Commonwealth Games.  As DCP, Traffic, Central Range, he successfully introduced various traffic schemes and also managed the traffic during various important arrangements including the Anna movement.  As Addl. DCP, New Delhi District, he handled all the Law and Order situations in a very efficient manner, especially during Nirbhya movement of 2010.  As DCP, EOW, he was also instrumental in catching many economic offenders. In the present assignment, he is responsible for office management, coordination with other agencies, protocols of the visiting dignitaries, complainants, media persons etc.

 

For his professional performance, utmost dedication, sincerity, devotion to duties and interest in official work, he has been awarded several appreciation letters by Commissioners of Police.

 Sh. Chaman Lal Bhatti, ACP : Sh. Chaman Lal Bhatti, ACP, Traffic, South-West District, joined Delhi police in 1982. He carried out his tasks with high degree of professionalism with respect to maintaining Law and Order during Asian Games 1982, Non Aligned Countries Meet in 1983 and Common Wealth Heads of Governments Meeting in 1984. He served in the United Nations Peace keeping Mission in Sudan  from April 2008 and 2009, where his services and leadership qualities as Team Leader got due recognition from the UN Body.  During the XIX Commonwealth Games, 2010 he successfully managed the traffic arrangements. As ACP Traffic, South West District he has taken strong measures to reduce fatal accidents, and ensure smooth flow of traffic in the area by organizing proper planning.

 Sh. Narayan Singh Parihar, ACP : Sh. Narayan Singh joined Delhi Police in 1981 as Sub Inspector and remained posted at various Districts, Units of Delhi Police.  As Addl. SHO Vasant Vihar successfully worked out a sensational blind murder case of a Brigadier and his wife which was highlighted by the media throughout India. As SHO Nizamuddin Railways he worked out a blind murder case of a dead body found kept in an Iron Box in a train at Nizamuddin Railway Station. He also carried out community policing in the area of Najafgarh and educated the people of Najafgarh about ill-effects of alcoholism. Presently he is posted at 7th Bn. DAP.

 Sh. Bhola Ram Mann, ACP : Sh. Bhola Ram Mann was enlisted in Delhi Police as Sub-Inspector (Exe) in 1979. During the service, he showed alertness, high sense of responsibility and prompt action taken intelligently by detecting a powerful bomb at New Delhi Railway Station and defusing the same at the risk of his life and thereby saved the lives of so many passengers present at the Railway Station as well as Govt. property. One sensational broad daylight robbery and one dacoity in the area of Police Stations Shalimar Bagh and Prashant Vihar respectively were solved with their arrest.

 Inspr. (Exe.) Durga Prasad Joshi (Look after ACP): Sh. Durga Prasad Joshi, Inspr. now look after ACP, Special Branch, joined Delhi police in 1982. During his service, he maintained Law & Order duties during Asian Games 1982, Non Aligned Countries Meet in 1983 and Common Wealth Heads of Governments Meeting in 1984, and managing and Handling of large number of processions demonstrations in North District during 1992-93 and XIX Commonwealth Games, 2010.

 

 SI(Exe.) Athar Hussain : Shri Athar Hussain S.I., Exe., No. D 3870, joined Delhi Police on 07.07.1975 as a Constable. He was promoted as Head Constable on 29.11.1980, A.S.I. on 08.02.1990 and Sub Inspector on 23 August, 2001. During his service he remained posted in various Districts/Units.  While posted in PS Hazrat Nizamuddin, he also recovered Ganza, smack, desi katta, Battondar Knife etc. from hardened criminals.The officer also did excellent work during Commonwealth Games Arrangements, 2010.  Presently, he is working as SO to IFA to C.P., Delhi since July, 2013 and dealing with financial matters of Delhi Police.

 

 SI (Exe.) Ram Swaroop: S.I. Executive Ram Swaroop, No. D 4015, joined Delhi Police as Constable Exe. on 24.05.1974.  He was promoted to the rank of HC Exe., ASI Exe. and SI Exe. on 01.09.1981, 13.02.1990 and 23.08.2001 respectively.  During his service he remained posted in various Districts/Units. He possesses refined qualities of good officer who is known for his discipline, devotion to duties, unflinching loyalty and purity of character and honesty of all purpose.

 SI(Exe.) Gokul Ram : Sh.Gokul Ram, S.I. (Exe.), No D- 4048 was enlisted in Delhi Police as a Constable Exe. w.e.f 24.12.1977 and presently posted in III Bn.DAP. He was promoted as Head Constable Exe. on 08.02.1985, ASI  on  04.04.1994 & SI on 23.08.2001. He was rewarded several times for his excellent work. He apprehended notorious proclaimed offenders in many cases. He is  a sincere and hardworking officer.

 ASI (Exe.) Bal Kishan:  ASI (Exe) Bal Kishan, No. 5340 D, joined Delhi Police as Constable (Exe.) on 15.05.1979.  He was promoted to the rank of HC Exe. on 30.10.1989 and ASI  Exe. on 06.05.2008.  During his service he remained posted in various Districts/Units. He was awarded 65 Commendation Cards, 01 Commendation Certificate and 01 Commendation Rolls with cash rewards of Rs. 7250 for performing duties with high sense of responsibility and devotion.

 HC (Exe.) Jaibir Singh : Head Const. Exe. Jaibir Singh, No. 10933/DAP, presently posted in 2nd Bn.DAP was enlisted in Delhi Police as Constable Exe. 05.01.1982.  He was promoted to the rank of Head Constable Exe. 23.10.2000.   He  has  always  performed  his  duties  with  keen interest, devotion and with  entire  satisfaction  of his senior officers without any  complaint  with the  result,  his  service  record is  neat  and  clean and unblemished. He has been granted 39 Commendations during his entire service.

HC (Exe.) Satyabeer Singh : He was enlisted in Delhi Police as Constable Exe. on 08.03.1982 and promoted as Head Constable Exe. on 23.10.2000. During his tenure he remained posted in a various Police Stations, Cells  of Distt. and Units. Presently he is posted at PS Nabi Karim. He has played a remarkable job in apprehending a JCL who has committed a brutal murder of an innocent child in case FIR No. 197 of 2012 under section 302 IPC PS Nabi Karim, Delhi.

 

 HC(Exe.) Satish Kumar : Head Const. (Exe.) Satish Kumar, No.190/F, was enlisted in Delhi Police on 01.05.82, as Constable Exe. He was promoted to the rank of HC Exe. on 23.10.2000. During his service, he remained posted in 5th Bn. DAP, IGI Airport, Traffic, PTC and South West Distt. He is presently posted in FRRO Unit.

 

 HC (Exe.) Ramesh Singh: HC (Exe.) Ramesh Singh No. 620/PTC was enlisted in Delhi Police as Constable (Exe.) in the year 1982. Throughout his service he has been performing his duties with a missionary zeal and maintained excellent conduct. He is presently posted in P.T.C Modal Police Station as an Instructor and teaches the subject Practical Police Work and Moot Court proceedings which are very useful subjects for the trainees.
