TCS Wins ₹122.6 Crore Odisha Government Contract to Build AI-Enabled Digital Governance Platform

National News (09 September 2026): Tata Consultancy Services (TCS) has secured a ₹122.6 crore contract from the Government of Odisha to implement the next phase of the state’s digital governance initiative, Odisha State Workflow Automation System (OSWAS) 3.0.

The project will extend TCS’ partnership with the Odisha government for approximately six years and is aimed at taking the state’s paperless administration to the next level through artificial intelligence, workflow automation, advanced analytics, enhanced security and integrated digital services.

Under OSWAS 3.0, the government plans to create a unified digital workplace for its departments and officials. The upgraded platform will facilitate digital processing of files, electronic approvals, real-time monitoring of workflows and quicker access to government records.

OSWAS 3.0 to Bring AI and Modern Digital Architecture to Governance

The new platform will be powered by TCS DigiBOLT and will be based on a modern microservices architecture. The system is expected to improve interoperability between government applications while making administrative processes more secure, scalable and accessible.

A key feature of the upgraded platform will be its AI-enabled capabilities, which are intended to help officials handle routine administrative activities more efficiently and support faster decision-making.

The platform will also incorporate a mobile-first design and Odia language support, making government workflows more accessible to officials across different levels of administration.

Odisha Has Been Using OSWAS Since 2009

Odisha’s transition towards paperless government functioning began in 2009, when TCS introduced the first version of OSWAS to digitise file processing and official correspondence within the state Secretariat.

The second version, OSWAS 2.0, was introduced in 2018. It brought technological upgrades, improved infrastructure and a broader implementation covering directorates, districts and government corporations.

Over the years, OSWAS has become an important digital platform for government operations in Odisha. The system currently supports more than 4,600 government offices and nearly 50,000 users across the state.

The latest version, OSWAS 3.0, is expected to further connect government systems while reducing dependence on manual processes and improving visibility of administrative workflows.

Government Highlights Faster and More Transparent Administration

Vishal Kumar Dev, Additional Chief Secretary to the Government of Odisha in the Electronics & Information Technology Department and Chairman of Odisha Computer Application Centre (OCAC), said the next version of OSWAS would build on the digital foundation created by the earlier editions.

According to the government, the upgraded system will combine artificial intelligence, enhanced cybersecurity, interoperability and web accessibility to reduce administrative delays and enable officials to make informed decisions more quickly.

The integration of Odia language capabilities and government applications is also expected to make the platform more accessible and strengthen the connection between decision-making and implementation.

TCS to Strengthen Digital Public Services in Odisha

Sushil Jain, Head-Public Services India at TCS, said the latest phase would provide Odisha with a more secure, scalable and mobile-focused digital platform.

The company said the upgraded system would give government officials greater visibility over administrative processes while improving accountability and enabling a more connected state administration.

TCS has been associated with several digital initiatives of the Odisha government. Its work in the state includes the Odisha Birth and Death Registration System, digital solutions for Mission Shakti’s women self-help group interest-subvention processes, the Integrated Financial Management System, OSWAS and the Odisha Judicial Workflow Automation System (OJWAS) for the High Court of Orissa.

TCS Expands AI-Led Digital Governance Footprint

The OSWAS 3.0 contract further strengthens TCS’ presence in the public-sector technology space. The company has also worked on digital governance platforms in other states, including RajKaj in Rajasthan, along with technology initiatives in Tamil Nadu and Gujarat.

TCS said such platforms are designed to combine digital workflows with AI capabilities while allowing individual governments to customise systems according to their administrative requirements.

The company has increasingly positioned artificial intelligence as a key component of its technology services strategy. TCS is working towards expanding AI adoption across infrastructure, applications, workflows and enterprise operations.

The company also said that technology-enabled services developed by TCS currently have a direct or indirect impact on nearly seven out of 10 Indians.

Founded in 1968, TCS operates across 56 countries with 194 service delivery centres worldwide. The company reported consolidated revenue of more than US$30 billion for the financial year ended March 31, 2026.

With the implementation of OSWAS 3.0, Odisha is set to further deepen its shift towards technology-driven administration, with AI, automation and integrated digital services expected to play a larger role in making government processes faster, more transparent and accessible.
