Full Statehood for Delhi:
• BJP shall continue the struggle for full statehood to Delhi.
• Integrated transport system for facility of commuters in the NCR areas including Faridabad, Gurgaon, Sonipat, Rohtak, Indirapuram, Ghaziabad and Noida etc.
• District boundaries for Police, MCD, Court & Revenue will be similer. This shall be strongly emphasized upon.
Good Governance:
• The institution of Lokayukta will be made effective with sufficient powers.
• Promotion of e-governance to ensure transparent, responsive and corruption free administration. All tenders shall be available on the website and the process of awarding big tenders shall be video-recorded.
• An easy helpline shall be assigned for reporting complaints on corruption.
• An ‘Accountability Commission’ to be established for ensuring efficient use of public money
Justice:
• Setting up of a fast track justice commission which will look into evening courts and other effective means for the speedy disposal of cases.
• Special and fast track courts to deal with heinous crimes against women such as rape, domestic violence and abuse shall be set up, similar provisions to be made by cases filed by senior citizens.

Controlling inflation:
• Controlling price rise and inflation within 30 days.

Electricity, Solar and other alternative sources of Energy:
• Reduction of 30% in power tariff by promoting competition in DISCOMS and bringing them under CAG audit and RTI.
• To make Delhi as the solar energy capital of the country by generation of solar power on the roof tops of Govt. and other buildings. The Govt. shall provide liberal assistance for this purpose

Water:
• Provision of potable water for all residents of Delhi.
• Tariff shall be rationalized.
• Govt. assistance to promote rain water harvesting.
Sewage System:
• Using developed technological models for modernizing, rationalizing, optimizing and bettering the sewage system
Public transport:
• Metro Rail, DTC bus system, Metro feeder buses & Ring Railway shall be developed as complementary to each other.
• 5000 new buses to be inducted.

Public conveniences:
• Provision of public conveniences keeping in mind the rapidly increasing population of work force in the city.
• Priority to expansion of public conveniences with emphasis on women in the colonies inhabited by weaker sections.

Right to Health:
• Universal health insurance in Delhi with Govt. assistance.
• To ensure availability of 25 essential drugs, free of cost, to every citizen from birth till death. This shall also be implemented on ayurvedic, unani & homeopathic systems of medicine.
• Mobile OPDs for health facilities in the economically weaker section colonies and establishment of trauma centers.
• 30% of the health budget shall be invested for promotions preventive health care and to create awareness about healthy lifestyle, diet and exercise.
• To ensured that generic medicines are available at cheaper prices for Delhi residents. Fair price medical shops will be opened. Medicines will be provided at 50% discounted prices with complete government supervision.
Education:
• Expansion and opening of new schools and institutions of higher education’s (including girls schools and colleges) to keep pace with the increasing population and the requirements of rural areas of Delhi. Expanding the school infrastructure to ensure admission of all children in nursery classes.
• Scholarships to all eligible students from economically weaker sections of the society.
• Construction of new Hostels and settings up of schools and colleges for girls in rural areas.
• Establishment of ‘East Delhi Campus’ of Delhi University.
• Delhi Universities return to a three year degree course as before instead of the four year course implemented last year.
Road and Transport:
• To relieve Delhi of traffic jams, a centralized traffic plan shall be made for time-bound provision of alternative roads.
• The Delhi roads shall be made pedestrian and cycle friendly.
• Completion of Western Express Highway connection Kundli – Manesar – Palwal and of Eastern Express Highway connection Sonipat – Ghaziabad – Faridabad – Palwal within 6 months so that vehicles going there do not have to pass through Delhi. This will ease Traffic congestion and reduce vehicular pollution in Delhi.
• Construction of public toilets on B.O.T basis close to footpath and subways.
Metro Rail – Mono Rail:
• Implementation of long awaited Mono-Rail. The Mono-Rail system shall be made complimentary with Metro-Rail. The number of coaches in Metro-Rail shall be increased.
• The reach of Metro-Rail shall be increased to all areas in Delhi.
Unauthorized Colonies:
• Unauthorized colonies shall be regularized and open to registration. They shall be provided with developments as in DDA colonies. The layout fund for development shall be provided by Delhi government.
Pucca Housing for Jhuggi Dwellers:
• ‘Atal Bihari Vajpayye Jan-Punarvas Yojna’ for in-situ construction of multi-storied houses for Jhuggi dwellers. Till such time, following facilities to be provided to slum dwellers:
• No slum settlement will be uprooted in Delhi. Alternate plot or Pucca House will be provided on as is where basis. Electricity at subsidized rates, drinking waters, ration card, gas connection will be made easily available. Community development centers will be established which will provide opportunities for self employment.
• Toilets will be provided in every dwelling units and in public places so that no one has to defecate in the open.
Trade & Commerce:
• Accidental Insurance cover of rupees 4 Lacs for all the VAT register dealers by the government.
• The interests of small and micro retailers to be protected.
• To hold in abeyance the T2 form scheme and if not needed in future end the scheme altogether. To end regime of unnecessary forms.
Youth, Skill Development & Employment:
• Setting up of “Atal Yuva Mission” to facilitate employment generation for youth.
• Setting up of IT zones in Nazafgarh, Narela and Bijwasan areas.
Sports
• To promote sports, new play grounds to be made which will be equipped with latest sports facilities which will be in sync with environmental and ecological concerns.
• Sports will be a part or curriculum in schools and it will be mandatory for students to participate in sports to be promoted to the next class.
Women Security & Child Welfare:
• Create an environment of respect & security for women.
• To introduce self defence programmes in school curriculum with emphasis on martial arts.
• Opening of more hostels for working women.
• Provision of one all women Police Station in every district.
Village and Agriculture:
• Ownership rights to those landless in villages who were allotted housing plots under Bees Sutri programme.
• One self occupied house of each rural family to be exempted from house tax.
• Expansion of Lal Dora.
• All round and total development of all villages in Delhi.
Social Welfare & Social Security:
• Pensions of senior citizens, physically challenged, widows & destitute women to be increased from current Rs 1000/1500 to Rs 2000/ per month.
• Setting up of ‘Senior Citizen Commission’ to address concern of senior citizens.
Minorities:
• Setting up of training centers for skill development and entrepreneurship.
• Setting up of Madarasa Board and integrate modern education in them.
• Filling of vacancies of Urdu & Panjabi teachers.
• Adequate education centers in minority dominated areas.
Special Protection to North Eastern Settlers:
• To protect to interests of the people of North Eastern states of India in Delhi a special cell will be provided in important Police Station and 24 hours helpline will be introduced towards the same.
• Students of North Eastern regions of India will be provided guardianships from local families.
Disadvantage Sections:
• Ensuring dignified living for the homeless and differently abled.
Unorganized Labour:
• Ensuring street implementation of minimum wages for those working in unorganized sectors.
• Identity cards to weekly hawkers and allotment of space for weekly haats.
• To ensure spaces for hawkers and vendors under easy licensing policies.
Environment:
• Reduce air, water & noise pollution.
• Protection of existing forests, ridge areas & trees in Delhi. Extensive initiatives on forestation and tree plantation.
Yamuna:
• BJP believes that river Yamuna is our national heritage. We will constitute a Delhi Yamuna Development Authority.
• Yamuna will be made totally pollution free under a time bound programme.
• Dirty water, flowing through nullas will NOT AT ALL be allowed to be deposited in Yamuna. Instead, it will be recycled and use for public parks, industries and also for toilets.
• Both the banks of Yamuna will be developed as tourtist spots and recreational activates including boating will be started in the river.
Arts & Culture:
• Measures will be taken to cultivate and promote Delhi’s rich composite culture through various Art Festivals with special emphasis on Music, Dance, Films and Theatre.
• Training Centers will be opened for the teaching of classical dance, drawing and sculpture etc.
Tourism:
• Making Delhi a safe and secure Tourism Destination for tourist from all over the world.
• Removal of encroachments from all the historical Buildings, heritage and other important places in Delhi and to make it clean and attractive and to ensure their protection.
Municipal Corporation of Delhi:
• The MCD will be made more effective.
• The grants received from the center will be made easily available for public conveniences.
• The development schemes of MCD will be made more people friendly for which cooperation of NGOs will be taken for works related to public services.
• Maintenance of group housing societies will be placed under the MCD and funds will be provided for same.
Resettlement Colonies:
• Quarters will be converted to free hold for original allotees for Rs 5000 and Rs 10,000 for Power of Attorney holders and buyers.

SC, ST, OBC and Handicapped:
• Vacancies in post will be filled and time bound promotion will be done for SC, ST, OBC and Handicapped categories.
Housing:
• 1 Lakh houses to be constructed per year for middle income groups.
• Establishment of camps in L&DO areas itself for conversion to free hold on easily terms.
• Market prices to be paid for land acquisition.

Justice for 1984 Riot Victims:
• It shall be our priority to ensure speedy trial of conviction of persons guilty for 1984 Riots.
Heritage Properties:
• Delhi will be given the status of a Heritage city. All Heritage sites in Delhi will be developed and beautified for tourism.
Re-development Plans:
• Re-development plans for the walled city of Delhi will be revived.
• Re-development plans for all seven Parliamentary areas will be taken up with public consultation.
• The co-operative movement will be strengthened.
