India’s punditocracy is abuzz with speculation that Rahul Gandhi is coming back from a self-imposed time-out from politics to lead a mass protest later this month against Prime Minister Modi’s new land bill. The legislation is an effort by the new premier to rollback provisions of a law pushed through Parliament in 2013 by Mr. Gandhi’s left-leaning Congress party – a measure that Mr. Modi says stands in the way of economic development.
