FONRWA Meets Noida Chairman, Demands empowerment of RWA and grant of Rights before imposing Solid Waste Management obligations!

A FONRWA  delegation, comprising of General Secretary A.N. Dhawan and office bearers Rajendra Shukla, K.K. Jain, Main Pal Yadav and Suresh Krishnan, today met  the Chairman and CEO of Noida Authority Alok Tandon and sought resolution of the common pending issues.

The delegation submitted the letters to the Noida Chairman  and  brought to his attention the issues raised in the previous meeting taken by him with office bearers of FONRWA Executive Committee. The last meeting had taken place on 1st November and the Chairman has responded in affirmative to the various issues raised by the delegation.

The FONRWA delegation requested the chairman to issue them the minutes of the meeting to track the measures being taken on different issues discussed during the last meeting.

The delegation also brought to his notice the meeting of different RWA office bearers with the Work circle officers that took place in mid-October, however nothing much seemed to have changed on ground.

FONRWA General secretary AN Dhawan said, “With reference to meeting of two Working Committees, covering Work Circles 1, 4, 5 & 6, with related Project Engineers of Civil, Jal, E/M, horticulture and health divisions, on 14.10.2017, we explained to him that even  though  more than one month has elapsed , no action has yet been taken on any of the issues raised by office-bearers of concerned RWAs . We also handed over to him  our letter , detailing therein the requisite facts , and  requesting for expeditious action.  He forwarded our letter to the Chief Engineer (Civil) for necessary action in this regard. We also met H.S. Yadav, Chief Engineer, who assured us that requisite action shall be taken on priority basis”.

 On Solid Waste Management: Grant Rights Before Imposing Obligations!

Different RWA’s of Noida are having serious concerns since Noida Authority issued a recent directive explaining roles of RWA’s in Solid Waste Management as well as the heavy penalties that can be imposed on not following the same.

FONRWA delegation also expressed its concerns regarding the same to Noida Authority Chairman and demanded that necessary rights be granted to Resident Welfare Associations, if any such directive has to be made mandatory. The delegation also submitted a copy of relevant provisions of Solid Waste Management Rules 2016 in this regard.

Speaking about the same the delegation informs, “Regarding Noida Authority’s threat to RWAs, for imprisonment upto seven years and penalty of one lakh, we handed over our  letter to the Noida Chairman and CEO Alok Tandon and explained the relevant provisions of SOLID WASTE MANAEMENT RULES, 2016, concluding that RWAs role comes into play only after requisite measures have been taken by Noida Authority, in compliance of the Rules.  Furthermore, we have indicated that obligations are discharged along with grant of reasonable rights.  Hence RWAs are required to be constitutionally recognized and empowered, for requiring them to discharge requisite obligations in compliance with the Rules.  We have explained that there is no provision for punitive action against RWAs in the Rules”.
