Excerpts from an interview:

TN: What should be the role of private universities and colleges in higher education in India?

HC: Gross Enrolment Ratio (GER) reflects the participation of youth in the education. Right now GER in India is 23.4 per cent. It means that out of 100 young men and women in the age group of 18 to 24 years only 23 and 24 are enrolled in the universities and colleges rest of the men and women are not enrolled in any colleges or universities. Compare to China, it is very much low and the government resource are limited. For setting up a higher education institution, large amount of investment is needed. Large number of colleges and universities are not providing quality education in India; around hundreds of universities are suffering because of lack of resources, which are limited to pay the salary of the faculty. When you visit any such university, you will never find any equipment in the laboratory, new books in the library and the class furniture. Most of the colleges run by govt or private authorities are sub-standard natured. Private universities and college run by business leaders like Tata, Birla, Thapar are providing every kind of educational support to it’s students. The model like Private Public Partnership (PPP) should be formulated where government and private should join hands to solve the education sub-standard and GER ratio problem in India.
