Online System Exists Only on Paper: Dr. Rajiv Verma Raises Serious Concerns | Sharda University

Greater Noida News (29/06/2026): Strong concerns over bureaucratic inefficiency, regulatory hurdles and the ease of doing business in Uttar Pradesh were raised during the International MSME Day 2026 celebrations held at Sharda University, where industry leaders, entrepreneurs and policymakers gathered to discuss the challenges and opportunities facing India’s Micro, Small and Medium Enterprises (MSMEs).

Addressing the audience at the event organized by the Sharda Launchpad Federation in Association with International Business Startup and Entrepreneurs Association (IBSEA), veteran entrepreneur and MSME proprietor Dr. Rajiv Verma shared his decades-long experience of operating an industrial unit in Greater Noida. In a candid address, he alleged that despite the government’s push for digital governance and ease of doing business, entrepreneurs continue to face significant administrative obstacles while dealing with government departments.

They say every service is available online, but in reality the system still depends on physical visits. Ultimately, it is the official sitting in the office who decides whether your file moves forward, Dr. Verma said.

Dr. Verma questioned the effectiveness of the state’s single-window clearance mechanism, claiming that online portals often fail to deliver the seamless experience promised to businesses. According to him, entrepreneurs are frequently compelled to visit government offices personally to complete routine procedures that are officially described as digital services.

Concerns Over Compliance Burden

Speaking about operational challenges, Dr. Verma alleged that industrial units are often subjected to repeated compliance requirements and unexpected financial demands. He claimed that businesses sometimes receive notices seeking maintenance charges dating back nearly two decades without being provided with structured annual billing records.

He also expressed concern over the process of obtaining mandatory approvals such as Fire and Pollution No-Objection Certificates (NOCs). According to Dr. Verma, despite fulfilling legal requirements, entrepreneurs still face delays in obtaining approvals through online systems.

Even if you comply with every legal requirement, approvals do not necessarily come through the online portal. In my experience, entrepreneurs are often required to make repeated visits to government offices before their applications move forward, he said.

Dr. Verma further stated that he had received fresh notices related to Fire and Pollution NOCs on the very morning of the event, describing it as part of a recurring compliance cycle faced by MSMEs.

Allegations Regarding Administrative Practices

During his address, Dr. Verma also alleged that officials often insist on meeting company owners personally instead of interacting with authorized managers or representatives.

According to him, this practice places an unnecessary burden on entrepreneurs and undermines the purpose of professional business management. Government departments should interact with authorized representatives of companies. Instead, entrepreneurs are often expected to appear personally, making the entire process unnecessarily difficult, he remarked.

Twenty-Five Years in Business, Yet Challenges Persist

Reflecting on his entrepreneurial journey, Dr. Verma said he has been successfully operating Severecos in Greater Noida since 2001. Despite sustaining and expanding his business over the past 25 years, he said many of the administrative and regulatory challenges faced by MSMEs have remained largely unchanged. He urged policymakers to simplify compliance procedures, improve transparency, strengthen digital governance and create a truly business-friendly environment for entrepreneurs.

Call for Genuine Ease of Doing Business

Dr. Verma’s remarks triggered an engaging discussion among entrepreneurs, industry experts and academicians attending the International MSME Day programme. Participants emphasized that while government initiatives have encouraged entrepreneurship and startup growth, further administrative reforms and greater transparency are essential to ensure that MSMEs can operate efficiently without unnecessary procedural hurdles.

The event concluded with a broader call from participants for stronger implementation of ease-of-doing-business reforms, improved accountability within administrative systems and a more supportive ecosystem that enables MSMEs to focus on innovation, employment generation and economic growth.
