Key takeaways from Noida Authority’s first board meeting after change in regime

A marathon board meeting was conducted in Noida Authority on Friday. This is the first board meeting of Noida authority since after formation of Yogi Government in Uttar Pradesh. This was also the first board meeting since-after new CEO and Chairman took over the authority last month.

This 192nd board meeting was presided by Chairman Alok Sinha and CEO Amit Mohan Prasad. The meeting started at 11:30AM and culminated around 04:30 in the evening.

Some important minutes of the meetings are as follows:

  • 8070 crore budget passed. 158 crore allotted for development of villages, 1058 crore for city development and health facilities. 43 crore has been allotted for city maintenance.
  • Board has decided to have special focus on rural areas and demands of farmers. 5% more land revenue rate to be given on priority as per High court orders.
  • Board has decided to make changes in reserved price and allotment rates policy for future transactions. 2006 payment mode to be re-introduced. 10% reserved price and 30% allotment price will be required to be paid now. Remaining 60% in 8 bi-annual installments. No plot will be provided a sub-division permission now.
  • Allotment rates and payment policy changed to encourage Industries. Industries can now get industrial land at 10% registration fee and 10% allotment fee only. Rest 80% can be paid in 10 annual installments.
  • Industrial land allotment to be made more transparent. Applications for land upto 5 acre can be done online. Allotment committee to consider application every fortnight.
  • Industries can not be sold or transferred without being functional.
  • Industrial map policy has been simplified. Maps upto 2500square meter will get instant approval if maps are prepared by Industrial Land Council of Architecture registered architect. From 2,500 sqmtr to 40,000 square metre plots a decision will be taken within 15 days.
  • Transport Nagar Plan of 2015 has been cancelled.
  • One time lease rent to be replaced by annual lease rent plan. Current leasers will be given time till 30/09/2017 to pay one-time lease rent.
  • 25 RWA’s to get Fully compost machine for treatment of Kitchen green waste and industrial green waste. Authority to give subsidy of 75% for installment of such machine. RWA’s to bear 25% cost.
  • Special drives to be conducted to remove encroachment form Authority land.
  • Vertical wing to be created to monitor and implement Authority’s municipal duties.
