NEW DELHI: The Delhi High Court will today hear a Public Interest Litigation (PIL) seeking direction to the Election Commission of India (ECI) and Delhi state Election Commission for inclusion of coloured photos in the upcoming Municipal Corporation of Delhi (MCD) polls
