*KVS suspends KV-Muzaffarpur Principal; Vice Principal and other 14 staff members transferred*

_Action taken after the report of the Inquiry Committee constituted to inquire the KV Muzaffarpur Beating Incident and its Viral Video_

*New Delhi, 19 October:* Kendriya Vidyalaya Sangathan (HQ) has taken stern action against the accused students and the School Authorities in connection with the unfortunate violent incident at KV-Muzaffarpur. The two main accused students have been rusticated from the School and the Principal of the school has been suspended. The Vice Principal, 13 other teachers and one office Assistant have been transferred. In order to ensure smooth academic and administrative functioning of the Vidyalaya, 07 teachers have been posted there with immediate effect and arrangements against 06 vacant posts are being done through contractual appointment.

On the recommendations of the inquiry committee the KVS (HQ) has taken following action in the matter:

1-Two main accused students from Class XI and Class XII who happen to be siblings are rusticated from the School with immediate effect.

2-Principal of KV Muzaffarpur Mr. Rajiv Ranjan has been suspended and attached to KVS (RO) Patna.

3- Vice-Principal, 13 teachers and 01 Office Assistant who have prima-facie been found to have failed in due discharge of duties in maintaining discipline in school have been transferred and orders are being issued for departmental inquiry.

4-Disciplinary action against the 07 students who watched the incidence in the isolated room other than the classroom but did not report to the authorities, is also being contemplated as per codal provisions.

The KVS has also deputed an Assistant Commissioner, Shri Santhosh Kumar N. from RO (Patna) to KV-Muzaffarpur with immediate effect, who will camp in the school for 15 days to take care of the situation and normalize the effective functioning of the school.

The three member Inquiry committee was constituted by the competent Authority of KVSinquired into the matter. After in-depth probe of the matter, the committee found that the incident took place on 25th August 2016 during lunch break when two accused brothers took the victim to another vacant class and thrashed him mercilessly and went to the extent of using shoes. Unfortunately, the other 7 students who were also present in the classroom took no effort to either pacify or to stop them. They also failed to report the incident to the class teacher or the Principal.

It has surfaced that the efforts were made to hide the incident by the school administration. While careful examination of the viral video clippings conveys strongly that it was not an accidental recording but planned well in advance with the ill motive to display elsewhere and to create fear psychosis among peer group.

KVS Strongly condemns the violent incident of KV-Muzaffarpur. The KVS (HQ) has instructed the Principals of all the KVs throughout the country to take effective measures to maintain highest level of discipline in the school.

The Commissioner KVS, Sh. Santosh Kumar Mall held a Video Conference with all the 25 Deputy Commissioners and Assistant Commissioners of KVS Regional Offices on 19th October and gave a very clear direction that Principals should be instructed to have regular interaction with students and take all pro-active measures to ensure that such incidents do not occur. KVS is committed to impart quality education and any employee failing to discharge his/her duty shall not be spared.
